LARS System certification
Finally a clarification of which rules and regulation a LARS system shall follow:

Sjøfartsdirektoratet kan bekrefte at vi anser nevnte system til å være en løfteinnretning som faller inn under virkeområdet i § 2.1. Nevnte utstyr skal derfor sertifiseres og gjennomføre førstegangs-/ årlig- og 5 årlig kontroll iht. Forskrift om kraner som brukes til lasting og lossing på skip i åpent farvann(FOR-1986-01-13-31<https://lovdata.no/dokument/SF/forskrift/1986-01-13-31>).
DNV-GL
The LARS is a lifting appliance which lifts something off board, which means that the DNVGL-ST-0378 is the applicable standard.
Assuming that the LARS is used for deployment of ROV, then it considered as offshore crane, with respect to structural materials, fabrication, testing, structural strength, machinery, but with reduced safety system requirements. The safety requirements are as per Platform cranes. Please see Section 13 in our DNVGL-ST-0378.
This means that annual inspection need to be done by an B-1 rated inspector or higher. And 5Y re-certification need to be done by an A-1 rated competent person (I.C.P).
